Assignment - II

Answer the following questions in about 250 words each.

Q.6. a) Challenges of Nehruvian model of foreign policy

Answers :

The Nehruvian model of foreign policy, named after India's first Prime Minister Jawaharlal Nehru, is characterized by its commitment to nonalignment, peaceful coexistence, and the promotion of international cooperation. While this approach has had many successes, it has also faced several challenges over the years. Some of the main challenges include:

The Cold War: One of the biggest challenges faced by the Nehruvian model of foreign policy was the bipolar world of the Cold War. India's policy of nonalignment put it in a difficult position, as it sought to maintain friendly relations with both the United States and the Soviet Union while avoiding alignment with either.

The Sino-Indian War of 1962: India's policy of nonalignment was put to the test during the Sino-Indian War of 1962, when China launched a surprise attack on India. India's lack of military preparedness and failure to anticipate the Chinese attack led to a crushing defeat.

Pakistan: India's relations with its neighbor Pakistan have been one of the most persistent challenges to the Nehruvian model of foreign policy. The two countries have fought several wars and have been unable to resolve their long-standing dispute over the region of Kashmir.

China's growing influence: In recent years, China has become an increasingly powerful and assertive global player, which has posed a challenge for India's nonaligned foreign policy. India has struggled to find an effective response to China's growing influence in the region and has been forced to adopt a more robust and proactive stance in order to safeguard its interests.

Balancing economic Interests with principles : India is trying to balance its economic interests with its principles of non-alignment and non-interference, which has become increasingly difficult in an era of globalization. India's growing economic ties with other countries has led to questions about its commitment to non-alignment.

Managing relations with rising powers like China, Russia & US: India is trying to manage its relations with all the rising powers and ensuring that its foreign policy is not dependent on any particular country or alliance. At the same time it is seeking to build strategic partnership with all the rising powers

It's worth noting that the Nehruvian model of foreign policy was implemented and developed in a specific historical context and it has undergone several changes since then. India's approach to foreign policy has evolved over time and continues to adapt to changing global circumstances.

b) Role of interest groups in India’s foreign policy process

Answers :

Interest groups play an important role in shaping India's foreign policy. Interest groups are organizations that represent the views and interests of specific groups of people or sectors of society, and they can influence the foreign policy process by lobbying government officials and policymakers, and by engaging in public advocacy and mobilization. Here are some examples of how interest groups can influence foreign policy in India:

Business groups: Business groups, such as chambers of commerce and industry associations, can influence foreign policy by lobbying for trade agreements, investment opportunities, and other economic policies that benefit their members. They may also advocate for opening new markets for exports and increasing bilateral and multilateral trade agreements.

Labor groups: Labor groups, such as trade unions, can influence foreign policy by advocating for workers' rights and fair labor practices. They may also push for policies that protect jobs, improve working conditions, and raise wages for Indian workers.

Environmental groups: Environmental groups can influence foreign policy by advocating for sustainable development and policies that protect the environment. They may also push for policies that address issues such as climate change and resource depletion, and promote sustainable and environmental-friendly foreign trade agreements and investments.

Religious groups: Religious groups can influence foreign policy by advocating for policies that protect and promote the rights and interests of their followers, and also by lobbying for policies that align with their religious beliefs.

NGO's: Non-Governmental Organizations (NGOs) may influence foreign policy through advocacy and mobilization, promoting or opposing policies in various fields such as human rights, disarmament, environment, and development.

Media: The media can influence foreign policy by shaping public opinion and by raising awareness of issues. They can also provide a platform for interest groups to voice their views and advocate for their causes.

It's worth noting that interest groups can have both positive and negative effects on foreign policy. They can help to bring diverse perspectives and important issues to the attention of policymakers, but they can also push for narrow, special interests that may not align with the broader national interest. Therefore, the role of interest groups in the foreign policy process is a complex and multi-faceted one.
